Paypal Wrong Decision in Seller Fraud

I ordered 4 dresses but after about a month and not receiving them, I contacted the seller who claimed that three of them were on 'back-order' (news to me) and the other one 'had been sent'. I checked the tracking they gave me and it showed nothing had been received from the seller with that tracking number . I took a screen capture of that page that day. I wrote the seller to cancel the entire order because it was taking way too long and I didn't want to wait any longer and they replied that they wanted me to cancel the paypal inquiry first, and then they would refund the just cost of three of the dresses, but not the shipping charges for those three dresses. I contacted them again but received no reply. Two weeks later, I received that one dress. I wrote to them asking them to refund my payment for ALL BUT the cost of that one dress and the shipping charge to send me that ONE dress. I asked for a return of the charge for the three dresses and the shipping charges for those three dresses NOT SENT . No response. I wrote to ask for a refund. No response at all, so I asked Paypal to intervene, asking them to read all the messages I had already written in detail on their site. They never asked for any additional information, like screen shots of the tracking on the day they wrote claiming that the one dress had been sent when it clearly showed it hadn't been sent yet. And not only did I not get a refund for the three dresses or the extra shipping for them, they closed the case with NO REFUND AT ALL since they said 'A PACKAGE was delivered'!!! The seller stated that they sent just the one dress, but PAYPAL has decided that I should pay for that dress AND for the other three dresses that the seller acknowledges they never sent, and that I have never received! PAYPAL has cheated me out of close to $60!! THIS IS RIDICULOUS!!!!! It's outrageous!

outrageous indeed.

Paypal robot just checked tracking which shows delivered,it does not read email or watch videos.

so you would either appeal and get a human involved or just go ahead and file chargeback with your cc issuer and smack PAYPAL AS IT is the one  which owns the merchant account,it will then waste no time and smack the seller ,withholding the amount for the 4 dresses and smacked him with a $20 chargeback fee if he loses the case.

and you may even get to keep the dress and get your money back.

you should have file dispute of item not as described,reason -missing quantity.

is this a website or ebay seller?

see,many websites dont have the goods,they are still with the wholesaler or factory ,and may not even be made yet?in some cases/

if they are in China,or India,the wait is going to be long,so go to a real store to buy things,not internet if you are serious about your purchase.

this is what paypal sent to me at 5:52 am today:

Dear Diane <removed>, Your seller has provided shipment tracking information in response to your claim. We used the shipping company's online tracking service and found that it confirms delivery of the merchandise. As a result, this case has been closed. We're happy we were able to help you resolve this issue.   Seller's name: NEWCHIC COMPANY Transaction date: July 11, 2017 Transaction amount: -$82.40 USD

Paypal and Newchic did the same thing to me.  Newchic never sent an item and won't refund my money.  Paypal has nothing to help me after several attempts by me.  I was a loyal customer to paypal for years and am so dismayed they did nothing to protect me.
