I have a computer for sale locally, which is quite a price at $1700. I have a fellow that is interested that is local, but would like to pay paypal (now i know about scams and all)
My question is, since it is a local sale, no sites are involved, is there anyway to guarantee he wont just charge the payment back after leaving claiming he didnt authorize/make the payment?
If thats the case, can something be done like a bill of sale?

Since you claim to know about scams, you should recognize this an extremely high risk sale and likely a scam.
There is no safe way to sell a $1,700 computer locally with a PayPal funded payment. NO WAY!
Respond to the potential buyer that you will only accpt CASH at time of purchase. If buyer has funds available, then cash should be no problem.
A PayPal payment would be returned to buyer almost as soon as the buyer takes the merchdise and claims non-delivery. Immediate loss for seller.
This is a typical scam.

That is what my mind was saying but wanted to hear another person say it lol. I told him cash or bank m/o or CC at my work. I have access to a CC terminal
my thinking is, if he is really interested in it and being real, he may be trying to pay from a CC and cant get a cash advance

For a computer I think a credit card from a stranger would be risky, but there are ways to help. Make sure there is a detailed bill of sale/receipt and make sure the buyer signs the printed receipt AND the credit card device. Make sure you get the buyer's name, phone number, and address on the invoice and make sure you verify the buyer's ID.
If you are using PayPal Here, there is no regular seller protection. Your goal with the credit card is to make sure the buyer will not claim not authorized.
I suspect the buyer will decline your offer.
Cash can have problems also, especially if you are not comfortable verifying the cash notes.

if it is local,meet at his bank parking lot and go inside and get cash from his bank account.
now if you have a swipe machine at work,and he presented his card,and you swipe it,then you get protection as it is card present,,and you can also ask to see his ID and compare signature to the signature on the back of the card.
but my first idea is better.
