What the title says. I received the box of the product, but not the product itself. I opened a claim for "item not as described" (since I guessed that with the "Item not delivered" he would get away with it by just providing the tracking number. There was a delivery, yes, but it was a delivery of an empty box instead of the promised item. Was this the correct option to choose?). Of course when the site asked how much money I wanted to be refunded, I wrote the whole value of the transaction. It's an empty box! I'm not gonna settle for a partial refund.
The seller has yet to answer. What do I do from here? What answer can I usually expect from the seller, and how should I react? When should I escalate? Thanks.

Thanks! I tried contacting them via Twitter and Facebook but they seem to be taking a long time to answer. What can I do? I'd really prefer not to have to send an empty box to China with tracking, it's a bit silly and expensive for something that isn't my fault!

file with your cc issuer if you have used a credit card,you dont have to return a darn thing and he will be slapped with $20 chargeback fee,which comes to 6.35 x$20 in Chinese dollars.

I'm sorry to hear that there's been a delay with response via social media. While what @Whac-A-Mole said is true, please note that opening a chargeback will automatically close any cases on the PayPal platform.

Ask your bank about those options.
What claim would you use? You did authorize the money transfer; that's all the bank did.

banks dont get involved in item not as described,you authorised payment.
You learn a lesson on buying from overseas seller,if item not as described,you have to return the item,and return postage with tracking can be expensive.
USPS does provide tracking depends on how you send it,but USPS does not have signature confirmation.
For signature confirmation,you have to use a private carrier like DHL,Fed Exp or UPS
