How to do that for deaf user.

Hello! I have just noticed for some time when I shop on the internet, sellers withdraw money from both sides. He asks me to choose on my Bank TD account or my Paypal credits.

In the end, he withdraws from both sides.

Example: 154.82 Jan 18 2018

eBay - Purchase

Loading transaction details for eBay - Purchase

- negative $ 154.82

eBay Track Shipment

He offers me to choose the payment from my Paypal credits that I had $ 1700. And he withdraws money from my TD VISA too. Total. $ 154.82 X 2 TD VISA + Paypal. = $ 309.84. Unacceptable. Real flight I am deaf and nonverbal and without support. I just noticed. It's been doing this since October 2017. Solution ???

 

"The money in your PayPal account. When you pay with PayPal, we usually use your balance first, depending on your payment preferences. If your balance is zero, you can still pay with the banks and cards linked to your wallet." My Paypal statement January 2018.

 

I regret pay with my Paypal credit, they also retrieve the same amount in my TD Bank

Retrieve money Paypal and TD Bank in the same time. How to do that for deaf user with no TTY phone and no support?
