How long do I have to file a claim?

I purchased an item off a for sale board online on April 9th, which I have not received. I am curious if there is time limit for filing a claim? At one time I thought it had to be done within 45 days but its been a while since I have bought and sold online. I see a dispute can be filed up to 180 days but I didn't see how long I have to file a claim?

You have 180 days to file a dispute. After you file the dispute you have 20 days, I believel, to escalate to a claim.
If you have a problem with an order, file as dispute for non-receipt as soon as you think it is appropriate. If the seller has not provided any tracking number information yet, it's time to file for non-delivery now.

It was for an item I purchased. I did not receive the item and she does not have tracking. She said she would refund me after 21 days. I don't have a problem with waiting. It just made me wonder why 21 days? I want to make sure I don't miss the time frame to file a claim.

Sellers like to give excuses. I can't figure out why buyers accept the excuses.
There is no tracking; there is no shipment.
Send email and ask the seller for an immediate refund.
If that doesn't happen within 24 hours then file a dispute for item not received. Make sure your provide all details when you open dispute. When appropriate, escalate to a claim and let PayPal handle it.

The seller can refund anytime, that is why the money is on hold to begin with. In case the sale implodes, the money is there to refund. The seller said the magic number, "21". The amount of days PayPal withhold funds from a sale if an account Is subject to the funds availability 21 day hold. Tell seller to go to the transaction page and click Issue Refund.
