How can I avoid my accoun to be blocked

I am african but I have a bank account in USA. I've been using PayPal (Personal account) for more than a year with no problem at all until the 27th of September when I got the  message below but the problem is that since I am not American or a US resident and I don't have SSN or ITIN or EIN. I go to America very often but I don't live there. What can I do to avoid PayPal to block my account? Please find below the message I got from PayPal:

submit your Tax ID number to us as soon as possible. Your Tax ID number is
one of these:

- Your Social Security Number (SSN)
- Your Individual Tax Identification Number (ITIN)
- Your Employer Identification Number (EIN)

We are required to obtain tax ID numbers from all online sellers who
receive payments for goods or services through PayPal. If you do not
provide us with your Tax ID number, your account access will be limited,
and you will be unable to request or receive money. After you provide us
your Tax ID number, your account will be fully functional.

2. A message will appear asking you to update your information.

3. Click Provide Now and follow the instructions.

If you have multiple PayPal accounts, repeat these steps for each account.

You will need t provide the appropriate documents.  

You set up the account with a U. S. bank account for use by those in the U. S., therefore, you must provide the U. S. documents.

Perhaps you could remove the U. S. bank account so the documents would no longer be required.

Perhaps yo could phone PayPal customer service and ask if removing the U. S. bank account would work.

If you want to use PayPal you must comply with PayPal requirements and local financial regulations for the country where the bank is located.
