Bought 2 iPhones sold as 'Spares or Repairs' and arrived different/locked. PayPal refusing to help

There is an app called Shpock which allows users to sell locally, including postal deliveries through PayPal or bank transfers (any method agreed between the buyer and the seller) and so everything was going fine until I was scammed out of £150 for a faulty laptop. As I called PayPal they said it was too late to appeal a case as it was more than 10 days after the claim had been closed. I learned from my mistakes, only to bump into another...
Bought 2 iPhones from a lady claiming one was a 6s that needs a new screen and is good to go, whilst the other is an iPhone 5 (5s in the description) and could only be used for parts. Arriving a day or two later, and didn't realise the 6s was actually a 6. I told her about it, she refused to believe it initially but somehow accepted it was a 6. I put a 6 screen on it and the phone booted up asking for a passcode, she refused to share it (understandable) and asked me to factory reset it via iTunes, an hour later, it resets, and is BLOCKED by Apple's infamous activation lock. I told her about it, she said the phone was given to sell from her dad but apparently the account that was on it was hers and had definitely been removed. a week down the road and it's still locked.
The 'Appeal a case' button as instructed by PayPal is non existent, every other PayPal user knows this so at this point I get in touch with PayPal and share the whole story ONLY for them to avoid the question about appealing the case and to tell me that "We don't cover the spares or repairs category" I even asked her, "even if someone were to sell me a stolen phone or a completely different item, would you still not cover it?" She said that was right and that it's just a category that they don't cover. WTF, I'm now out of £60 because I confidently paid via PayPal knowing (or so I thought) that I would be covered if anything goes wrong. I've been sold devices that could very well be stolen and PayPal simply imply that Spares or Repairs is a way for sellers to cheat buyers and I've just fallen into their trap.
This is insane, so can I now do the same thing the seller did to me and claim my money back by scamming someone else? This is what PayPal influences right? Unbelievable....
