I'm in debt to paypal for £25 yet I received an email this morning saying that if I don't make up for my debt of £16 by the end of today, my debt will be transferred to a debt collection agency. Here's the email in question:
We've attempted to contact you on multiple occasions to make you aware of an outstanding issue with your account. Our records indicate that your PayPal account still has a negative balance of £16.23 and your balance has been negative for at least 36 days.
It's very important that you restore the balance on your account today to ensure continued availability of your PayPal account and to avoid additional collection efforts. If you do not restore your negative balance today, your account could be sent to an outside Collection Agency.
Follow the steps outlined below to restore your negative balance online:
- Visit www.paypal.com/UK and log in to your account.
- Beside your balance, click the 'Resolve your negative balance' link.
- Follow the instructions to add money to your account balance.
We’re here to help. If you've any questions regarding this message or you're unable to make a payment on your account, please contact us at 0845 353 3229 to discuss your options. We're available Monday-Saturday from 8am-6.30pm. If you've already restored your balance, thank you and please disregard this message.

I only ask if this is a scam because I can't contact the number through my mobile as it seems to be based in a foreign country, I don't currently have credit on my phone to make such a call and when I tried to follow the link to their provided link to an email form, it was blocked by malwarebytes and I couldn't even access the page at all. And After I receieved said email, I checked my debt on my paypal account and it was still £25 meaning the email got the amount wrong just as I thought.
Then when I google the address of their office, the first result I receieve is a paypal question, with someone asking if they received a scam email.
Can someone help me please? I won't be able to pay back my debt until next week and I DO intend to pay it back next week but I can't seem to contact paypal about said debt. and this might be a scam, idk.

That looks like paypals 'collections dept' phone number.
And that is what paypal do when you don't clear your debt, they pass it on to a debt recovery agency.
Why not just get a friend to 'send' you that money to your paypal account to clear the debt and then pay them back next week?
If they use the friends / family option and FUND it via their bank account or funds in their balance and NOT a credit card then there is no fee.
Advice is voluntary.
