Filed dispute, PayPal finds in Merchant's favor, but no supporting docs visible in Resolution file.

My two daughters were planning to dance on a competition team this year, but before the season started, after reviewing the etensive practice and travel requirements, we decided they could not be on the team. A month before uniform orders were due, we paid, via Paypal, for team uniforms--a total of $710. Well before the orders were placed (the studio collected money, but took no measurements, etc), we requested a refund for the uniforms. The studio owner is upset that our girls quit the team--even though we had not yet signed any contract, and had paid more than $500 in non-refundable tuition already--and so refused to refund the cost of the uniforms.
Having paid with Paypal, I filed a dispute, which sat unresolved for more than two months. I finally just got a note indicating that the dispute was settled in favor of the MERCHANT who had shown proof that we had received the goods/services in question! The email said that documentation would be in the dispute file in the resolution center.
However, the link in the resolution center is not active, and there is no information there at all. Paypal has not responded to any of my emails in response.
Frankly, I'm just shocked that the case could be closed so quickly, when the merchant can't possibly show proof that these items were delivered to us!
Ideas? Why can't I see the relevant info in the resolution center? What happened to the 24 hour email turnaround from Paypal?

If the case closed, do you see an appeal button?
If you’re not satisfied with how your claim was decided, you can appeal the outcome.
Here’s how:
Log in to your PayPal account.
Click Resolution Center.
Select Closed Cases from the list and find the transaction.
Click the View button in the Action column.
Click Appeal this claim and follow the prompts.
Note: After a claim has been closed, you have 10 calendar days to appeal the decision.

Hmmm....all it says is "view" in the action column, even though the case was closed only on 10/21. I hate having to call because you have to wait for hours to speak to a human, but is that the only option?

There seems to be 2 Paypal payments here-one is $500 for lessons and $710 for uniforms.
How did you file the dispute-item not received or item not as described and what is it for-lessons or uniforms?
Paypal buyer protection does not cover item not as described for customs order and your uniforms are customs order.But it should cover you for item not received if they have not received the uniforms.
As for your lessons,they can prove your chiildren have signed up and attended the classes ,so it is no a case of item not received or as described.
if they have started working on the uniforms or purchase material for making these uniforms,you can ask them to give you whatever they have on hand.

Hi--I filed for the $710 item not received, for the uniforms only. They were custom uniforms, but we canceled a full month before the team order was placed (they were being ordered from a third party). And, we never received anything, so yeah, we feel we should be covered on this in any event. We figured we just had to "eat" the $500 cost of the lessons, which were actually not paid via paypal anyway. I only mention it to say that the merchant did get some money from us, and does not need to hold these additional funds!

if your case is item not received for the two uniforms and they won,then look into the case and see if they have uploaded tracking to prove they have delivered the uniforms to your Paypal address.
resolution.close case is where you should find the case.if having problem,switch to a different browser.
chrome or mozilla is better than IE
THERE should also be a button for appealing

no button for appeal (view only) and the link for "notes" in the file does not lead anywhere--nothing posted. Tried in Chrome and Safari. Guess I have to call...
