Buyer Attempting To Refund Item

I sold a hoodie to a buyer. In the invoice, I clearly stated I would not accept any returns or refunds if the hoodie was taken out of original packaging, worn or used. After having the hoodie for 3 days and taking the hoodie out the packaging, the buyer messaged me he is returning the hoodie regardless of me agreeing and then filing a chargeback if I dont refund. Is he allowed to do this? What are my options? The value of the hoodie has depreciated since its not dead stock quality anymore since its a collectible and I will be losing money because of this.

You policies about returns are NOT relevant as it is PayPal's policies which prevail.
You will eventually have to refund. If you don't do it willingly the buyer will file a dispute and you could even get a $20 charge back fee.
So, do what any good and reputable business would in order to maintain good customer relations.

BUT how can he tell whether the hoodie is meant for him if he cant take it out at least to look at it?
there is not much you can do but accept return ,at least he is paying return shipping.
