Unauthorized Payment Chargeback

Hi,

 

I'm sure you guys read a million of these messages every day and I thank you for taking the time to help me.

 

I recently sold my old cell phone on eBay for $270 shipped with Buy It Now. When I first received the payment, PayPal put a temporary hold on the payment--- a "Payment Review". Two days later it was cleared and I received an e-mail stating that it is now okay to ship. His shipping address was confirmed.

The guy has 6 feedback on eBay (I have just over 1K) so I decided to purchase Signature Confirmation with the Priority Mail shipment. He received it 2 days after I dropped the phone off at the PO.

 

That was about two weeks ago. I just received an email this morning from PayPal stating that I have received potentially unauthorized funds and that there is a hold on my account.....

 

So my question is:

1) What should I do now, if anything? I sent it after PayPal told me it was okay to ship and that I am protected by their "Seller Protection"

 

2) Why are my funds being held? I have done nothing wrong and have done everything asked by PayPal. I have no legal opportunity to verify whether the credit card is legit or not--- I cannot ask them to send me a scanned copy of their driver's license. I pay a PayPal transaction fee each time to compensate for the cost of PayPal handling the verification of card holders as well as the credit card fees PayPal is charged. The address was confirmed. I did my part. Why am I being punished?

 

3) Do I have any legal rights?

"Normally" in the event of an unauthorised dispute paypal put the funds on hold whilst they investigate if the account holders dispute is genuine.

 

If it is and his account was  eg "hacked" and used without his permission then of course he deserves his money back and the funds are returned.

 

HOWEVER if you met "all" the requirements of seller protection then you should not lose out and paypal will reimburse you under their paypal seller protection scheme.

 

So go click on seller protection and read up and make sure you met all the criteria for that protection.

Is it possible that Paypal is expecting that people will just "go away" after being treated this way? I wonder what internal investigtions are going on at Paypal. Please look at IC3 the internet crime complaint service if you get no satisfaction!
