Service Not Rendered, Refund?

Hello,

 

I do not have this issue, but a friend of mine may have been scammed by a "Comission Artist" on some art sharing website.

This friend of mine has sent money to a comission artist who's policy is to randomly draw what she will draw next without refunds. She keeps "forgetting" my friend's comission until way past the Paypal Protection Date.

 

Since my friend kept a record of all communication between him and the "artist" and the "artist" has willingly ignored his comission after the Paypal Protection Date (at which point he was cut off), would it be possible to open an inquiry and have the transaction reversed under review?

You can open a paypal dispute up to 6 months post-payment, after that you can't.

It's time for your friend to stop waiting and take action NOW.  Do whatever your friend can do to get a refund.  Start with filing for a refund with PayPal.  If uncessfull, then credit card.

I think the OP meant that they were past the time of a paypal dispute already.

 

Also i believe they may be too late for a c.c. chargeback and of course they can only do that if they funded their paypal transaction that way.
