I was scammed and seller closed his paypal account, can I get a refund still?

I bought an item on eBay and the seller scammed me and never sent the item, I opened a chargebackwith my bank and the next day the ebayer messaged me nice try I am closing my paypal account so you can't get your money back, the investigation with bank is still ongoing, do you think once the bank concludes I was scammed, will I get my money back? Even though he closed his paypal account ? Please help
