I can't send more information for my appeal process

Hello everyone! I have a problem with my account. I am an international student in the US and I am home, Argentina, during summer break. Yesterday, I logged in and moved some money around and Pay Pal thought it was a fraudulent action, so my account got blocked. I sent a photo of my passport and I got this answer:

 

Hello XXXXXXXXXXXXXX,

We need more information about your account before proceeding with the appeal process. Please complete the following steps:

A copy of a recent payment bill payment services like electricity, water or telephone, bank statement or statement of a credit card that shows your name, address and account number exactly as you have in your PayPal account .

There was no link or e-mail address where I could send a copy of my bank statement, so I naturally went online. When I log in, it tells me (now in Spanish, because I'm in Argentina)

Vuelva a iniciar sesión con su nueva contraseña y verifique la información de la cuenta. Si detecta cualquier actividad sospechosa, haga clic en Seguridad en la parte inferior de la página y denúnciela. (Please log in again with your new password and verify the account information. Bla Bla Bla).

 

I keep logging in and getting the same window. I tried the help center, calling or e-mailing... but the webpage does not load. It seems like a chaotic mess. Anyway, I want to verify my address and get this over with. Where can I e-mail that information? I have a case number to use as a reference. It is PP-004-051-239-464 RXI000. Thank you so much!

I should also add that accessing the Resolution Center is impossible. It keeps asking me again and again that I log in.
