75% sure its a fraudulent order, but Paypal will not let us talk to the Credit Card Bank

When we uncover orders like this, we assume we are doing the payment ecosystem a favor - but Paypal will not faciliate we (the merchant) having a direct communication with the customer's credit card issuing bank. Why not? Now that almost all risk is placed upon the merchant, you would think we could get more support

That's a great question!
We wouldn't be able to release the card issuers information to a merchant due to our privacy and security policy. Any information that is provided to us regarding the chargeback would be sent to the card issuer on your behalf.
