180 day returns - how to get insurance

Hello,
First time user here. I understand paypal's new 180 day policy for returns has gone into effect.
Has Paypal announced how sellers can protect themselves via insurance for claims during this extended time frame? To my knowledge USPS (60 days) and shipsurance (120 days) are not going to extend their claim windows to accomodate paypal. If there is any information that's been released I was hoping someone could point me to it.
Also - I'm finding that I can currently track packages sent via USPS for at least 178 days but not 208 days, leading me to think that 180 days is how long tracking stays in the system. If anyone can confirm that, I'd appreciate it,
