I am having an incredibly frustrating experience with a chargeback. A company that shoots commercials purchased an item from me on Etsy. It was overnighted at their request and delivered with tracking/signature next day. Three months later a chargeback is filed. From communiating with the buyer, it was due to sloppy recordkeeping (the charge wasn't recognized on the statement, left hand didn't know what the right hand was doing). The buyer has claimed over and over that it was their mistake, they've dropped the charge with Amex, that paypal has told them the dispute is over. But its not. It's still open on my account. Every time I call paypal I get a rep with limited English, heavy accent who reads from a script, and is useless. Even when I ask for a supervisor, I get another person with limited English, heavy accent, who reads from a script and is useless. Is there ANY WAY to get a paypal supervisor from the US who can actually help? This has been dragging on for two weeks. To make matters worse, the buyer tried to purchase something from me again yesterday (I immediately refunded) so now I'm concerned they are intentionally trying to **bleep** up my account. Are there times of day to call, or prompts to push, or anything to say to get directed to someone in the US? My previous experiences with paypal customer support have been great, but the quality seems to have seriously deteriorated. Thanks for any help.
