I was transferring money to a friend and I selected the option of pay for goods and services instead of friends and family. I was charged the service fee. Is there any way to reverse/ cancel the transaction. Will this have any other implications if I leave it like this.?

So, you were NOT charged a fee but the recipient was charged a fee, is that correct?
You friend needs to go to the transaction and select the refund option. The percent transaction fees will be reversed but your friend will be stuck with the $0.30 fixed fee.
When you get the money back, just select the family/friends options and and send the money (add on $0.30) to offset the friend's fee for the first transaction.

If the payment you sent has already completed, you won’t be able to cancel it.
You can only cancel a payment if its status is “Pending” or "Unclaimed" and there’s
a Cancel button beside it. This means the recipient hasn’t received or accepted your
payment yet.
Here's how to cancel a pending/unclaimed payment:
1. Go to Activity.
2. Click on the transaction you'd like to cancel.
3. Click Cancel.
4. Click Cancel Payment.
If there's no "Cancel" button beside your payment, you’ll need to contact the
recipient to see if the recipient is willing to reject the payment. If a payment remains
unclaimed for 30 days, it'll be refunded to you automatically.

I think the payment is completed. I do not see any cancel button in the activity. if the recipient rejects the payment, will the fee be still levied?

If you sent as goods/services, it is the recipient (the seller) who pays the fees, not the sender.
What are the details of the transaction in your PayPal account?
For a goods/services payment the recipient needs to refund the complete payment for the recipient fees to be reversed.
You need to explain what really happened.

Yes, I sent it as goods/services and my friend didn't receive the total amount. The amount he received was minus the fee. I want to know about how to change it.
