refund for faulty items

I purchased 2 shower curtains off ebay and they were flawed/damaged on arrival. Sent photos via ebay, seller kept telling me he would send postage costs to return them. Kept giving excuses so I got ebay involved, but by now it was over 30 days so ebay wouldn't help told me to contact Paypal.
Paypal have intervened, and said I can get a refund but have to provide tracked return postage in order to get paid. My arguement is, why should I have to pay nearly £4 to return faulty items, when my refund is only worth £9.98.
To me its the principle, the seller should pay the postage. I was hoping Paypal would have managed to get him to issue the refund,as he cant sell the items as really badly flawed anyway, the photos sent to ebay and the seller clearly showed this

Do not expect Paypal to help you get your money back on faulty junk items. Poppoly.com is a scam and they wouldn't help at all. Told me I could send items back to China to get refund. That would cost more than my $50 order. Even after Poppoly gets items back your refund it not issued. What a joke.
