problem with seller who ask me to send item back to China for refund?

Ordered an Item from Celestica Network LLC, car wax.  It took 5 weeks before it came and then disclosed it was from China.  I was not happy with the item and wanted to return the item for a refund.  Seller tells me to mail it back to China at my expense before I am issued a refund.  It that even legal?  Never given the information that the product was from China? Why do I need to pay for postage and tracking to China?

if he is based iN USA,his return address is probably in US,return with tracking and you will get your money back.

if his return address is China,then you return to China
