about negative balance

My friend had a paypal with a negative balance only 40$ , and he had a payoneer and netter linked to paypal , but they are empty .

what will happe, to his paypal account ??

Your friend has to add money to zero out the balance of course or PayPal will use collection agency to collect it.  Or whatever money is received in the account, it will go towards the negative balance until zero.

3 years ago had passed from this , and now his account is blocked , he i can t log into it

if he has done nothing for 3 years,his account is closed,Paypal does not want to do business with him.

Well, he can try speaking with customer service and see what is possible to do to reinstate the account. No guarantees though.
