If I have a large PayPal Credit amount, would I be able to negotiate a balloon sum payment to pay off the balance...if I explain I can prove I no longer have an income to make a payment for a long period of time?

I doubt it. PP is very strict about "minimum payments". But, you can ask.
If you can scrape together the minimum payments, you can get 6 months, no interest on purchases over $99.
