Why am I not allowed to use the Resolution Center on my PayPal account

I tried to contact PayPal for support by phone, but was once again told that the hold time was in excess of an hour, so I tried to use the Resolution Center on my account page, but it refuses to function correctly....
As PayPal is horrendous when it comes to providing support for its users, I am hoping that someone here can explain to me why I am getting this message, '

Looks like something went wrong on our end.', whenever I try to open a case??
