Verified and still cannot use my money (Same IP ; Same Device)

Hello,

After receiving money from a friend, I've been trying to buy a product off of Walmart.com. 

I've linked my-

• Credit Card
• Bank account

I'm on the same computer, same IP address. I'm trying to spend a total of $105.44. I just get this error message

"Sorry, we can’t complete your purchase at this time Please return to the merchant and choose another way to pay."

My preferred payment is indeed my PayPal balance, which has more than enough money to purchase my product I'm trying to receive.

Maybe your account is too new.  Maybe there is an issue with a credit card.

Since you have a credit card why not try that without going through your PayPal account?

My account is 6+ months old (new to community)

no money is on my credit card
