I have paid for gift cards, I was advised to pay Friends and Family ONLY. That goods and services would not be accepted. (The seller had good reviews, so I didnt go into it blindly, even though it was stupid to not see that sign from the begining)

After the seller recieved payments from multiple people, they deleted all social media.

I filed a claim, that was denied. I am needing to file a new claim, however I am unable to, as Paypal is saying I have a open claim. (It shows closed in my resolution center.)

How do I refile that claim if it states the claim is open, and it is not.

Sorry, you sent payment as Friends & Family and there is no purchase protection for that, that is why PayPal closed your claim.  Friends & Family payments is like sending cash/gift.  No refunds.  There was no obligation for you to receive anything in return with F&F payments. That is how F&F payments work.  And you cannot open another claim on the same transaction once closed.

You basically got scammed.
