I have paid for gift cards, I was advised to pay Friends and Family ONLY. That goods and services would not be accepted. (The seller had good reviews, so I didnt go into it blindly, even though it was stupid to not see that sign from the begining) After the seller recieved payments from multiple people, they deleted all social media. I filed a claim, that was denied. I am needing to file a new claim, however I am unable to, as Paypal is saying I have a open claim. (It shows closed in my resolution center.) How do I refile that claim if it states the claim is open, and it is not.
