A Paypal member who is in the US Army at a Nato base in Germany is interested in purchasing a vehicle I own and which is located in California at a cost of $9,800; and wants to make payment via PayPal. Following the clearing of the payment, he plans to send someone to pick up the vehicle and the title. He agrees to pay PayPal fees. So, two questions- what are my risks in agreeing to this transaction,; and do I add the Paypal fees I would incur to the transaction price so that I net the agreed upon price for the vehicle?
