Buyer complaint

I sold a Tamron 200-500mm lens to a buyer in Germany.  On receipt of the lens he complained of dust and haze within the lens. It was listed as used, near mint.  The lens has had a protection filter on it from new, which has been removed by the buyer(for whatever reason). There was definitely no haze present when the lens was shipped. From the pictures presented by the buyer it would appear that there are swirl patterns on the front element. This would indicate to me that the buyer has attempted to clean the lens.

As for the dust, the lens is a zoom lens and zoom lenses are prone to sucking in minute dust particles whilst being zoomed in and out, so a certain amount of dust particles must be expected, even some brand new zoom lens exhibit minor dust particles. eBay has suggested that the buyer return the lens at his expense, or that we share the cost. The buyer has failed to answer to the suggestion by eBay, and will no longer reply to any of my messages regarding a conclusion to the matter.  Because of the number of messages sent to the buyer in an effort to sort out the problem he has accused me of Molestation and Mail Terror.  Advise please.
