My bank has the balance in it, but my paypal account doens't. In the past I have alwasy  been able to use the PayPal Mastercard and it will use the backup funding, which is my bank account.

About 7 days ago I had enough money to cover a transation that I issued a refund for. Rather than take the money from the balance, it made an attempt to charge my bank (the bank was empty.). This caused it to be rejected by the bank. Now that I have the money in there, the card is always rejected.

I can only assume that my paypal account has decided to not use my backup funding because of the error it enountered. As a result the card will only process if there is a balance, ignoring the backup funding. Or it could be, that the card was locked because of the denial from my bank.

It makes me angry that paypal charged the bank when I had enough balance to cover the cost. If the bank had honored the money I would have lost 100's of dollars because of Paypal's poor payment design.

Gotta learn to manage your cashflow/double check payment methods better and I am only saying this because PayPal recently changed how payment methods are selected and settings with payment methods may have been altered or reset in the process, so you have to go on and double check everything.  Then throw in the fact that some parts of PayPal are in classic mode, some new so the functions are starting to break down as they fix bugs which introduce other bugs while they have not managed to adequately ports the features/functions over to the new site and in some cases removing them entirely.  This shouldn't be, yet it is.  Reading this stuff gives me high blood pressure but I got to keep myself abreast of the bugs in case I run into one myself.  Ugh...

Kudos & Solved are greatly appreciated. 🙂

PayPal uses risk analysis to take funding from the least risky funding source.

You bank account is now high risk because you didn't maintain sufficient funds for contingencies, so PayPal will not use your bank acocunt.

PayPal evaluates multiple factors when selecting funding sources; PayPal does not disclose those security models.

You will probably need to phone PayPal customer service to use your bank account again.

Yes it must be a bug in their system. As I clearly stated, I had enough money in the paypal balance to cover the cost. But paypal did an evil thing and charged my bank account anyways. Now paypal is doing even more evil to me by blaming the problem on me, making blesphemies statments saying that I had poor book keeping.

Paypal did all this after they setup their system to allow my account to be used for money theift. I lost over $300.00 dollars to stolen bitcoins because of their diliebratly programmed buyer protection scheme. Now they are accusing me of having bad book keeping. Paypal will poop on you, and say it's your fault.

I just used my Paypal business debit card to pay for a  battery with AAA,the guy came and install my battery and then called the center with my card number,no problem.

The fund is taken from my Paypal fund.

-when you have enough in your Paypal account,is the fund withheld or pending or just recent, like 0-a few days old.

The reason I asked is to access  bank account and withdraw the fund,Paypal uses ACH,and it takes 3-5 days,so ifyour Paypal fund is 'fresh',like you received it from someone a few days ago,Paypal has not received the fund yet,so it would rather go after your bank account than your Paypal fund.

Like Sharpie said, their risk model is rather strict,it must face a lot of problems dealing with individuals coming from all over .

What it normally will do is say pending, and then in 3 days charge the bank account. But now it only says denied. Paypal has given me no way to contact them on phone, so I will just use my bank card rather than paypal card.

The reason I was using my paypal card ratehr than the bank card, is because paypal card gives me 1% cash bank when I use it. Oh well, not anymore. It was nice having it... only the word of God will last forever.

(this is not a religious debat, or a religious attack. It is a statment just like any other analogy.)

I will now select a best answer, and move to higher things in my spiritual and fleshy life.
