Uh oh.  You can do as advised if you have not done so by calling PayPal.  When on the line, press zero or say "agent".

 

If you also provide more details regarding your account here, we can better advise.  Like, is it a new account?  Is account verified (bank and card confirmed?)?  Any issue with payment methods, expired cards?  The amount you send is high value? What country is your PayPal?  What country is account sending to?  Any trouble with other PayPal transactions, disputes, reversal, chargebacks?
