Payment Declined (Paypal Balance)

Hello, I tried to make a payment on paypal to a buddy of mine but this message pops up 

We can’t send your payment right now. If you keep running into this issue, please contact PayPal.

If you continue to encounter problems, please contact customer service.

I called support, last night they said they couldnt really do much about it but wait till tomorrow and try again so i did and yet again still doesnt work, now i called again but hold is about 1 hour and it said it will call me back when ready but its now been 2 hours and nothing so i rather ask the community for help, notes i have a bank and credit card on the account, my balance is new i got the money yesterday mid day.

Do you use pay after delivery at all?

Are the funds in your balance cleared and not pending?

Are the funds in your balance in the correct currency of the country you are sending the money to (if international)?

never used the pay for delivery

not pending says available 

Yes its in USD
