Payment with PayPal funds declined

Every time I attempt to make a payment with PayPal, the payment is unsuccessful and it shows a message saying, "Sorry, we can’t complete your purchase at this time. Please return to the merchant and choose another way to pay." I'm trying to pay with the funds in my PayPal account but I'm not able to. The funds are available and I got a confirmation email about them being available. So what's the problem? What should I do?
