[PayPal Website problem]Trying to report a problem on paypal but no submit button on review page.

I'm trying to report a problem with getting billed twice. Going through all the steps and there's no submit button on the review page.
I've tried two iphones, three computers, chrome and firefox.. The grey and blue button does nothing.
