I bought an item on eBay and used a prepaid Visa to do so; the merchant received the funds in the US VIA their PayPal.
eBay would not allow me to register my proper address and forced me to use an old address on the site, so I immediately wrote about the issue to the seller after this fact once I paid them.
The following day, the item was marked as "shipped" through the eBay Global Shipping Program and hours later, the seller responded saying they can only ship to the address eBay gave them despite my request as I do not live at that address anymore that eBay forced me to use (any time I switched addresses around or input the information myself to save for use, it was refused and the same old address was pre-selected by the site. This has happened before but sellers were fine with sending to the address I asked of them and received my items with no hassle).
The seller and I wrote after their initial response once the parcel was shipped, they were much more receptive after this fact and a little rude but I forgave that.
I was ultimately told that I would be given a refund when the item is returned to her/him.
The item was held in storage in the wrong place where I do not live for 2 months in a country far from the US before being shipped back according to the tracking number since February. The item was purchased in January, it is now March.
I wrote again given that it's on its journey to him and time is running out for a refund.
Again I was told a refund would be given when s/he receives the item.
The problem especially arises when I checked their feedback, multiple people claimed they received no refund or needed to open a PayPal dispute with the seller for their money back.
I paid through a prepaid card, I have no ID on PayPal to file a case. Only the seller received my payment through PayPal and eBay will only tell me to open a case on eBay despite me telling their agents that I do not have a PayPal ID for this payment as I paid through card.
What can I do about this? I am very afraid they will just take my money and run.
I have no transaction ID for PayPal because I used a prepaid credit card.
