PAYMENT WONT SEND FRIENDS AND FAMILY

Hey guys everytime I try to send money to a friend on paypal as friends and family it just declines and tells me to add a card to my account but the thing is i have $600 usd in my paypal balance??

What kind of card is it? Visa, etc, credit or debit?  Is the registered under your name?

Visa and no its not i tried to add my friends to see if it would work.
