Not using paypal balance first

I recently bought an item off eBay and have plenty of funds available in my paypal account, but my debit card was still charged, what good is having a balance if you can't use it?

Were the funds in your balance cleared and not pending?

Do you use PAD?

WEre the funds in the same currency as the person you were paying accepts?

I have the same issue. I have a sufficient, cleared balance, and everywhere on my profile it says will pay out of balance first, but it's just not. Very frustrating. Not sure what the PAD is in regards to the last comment.
