When you pay a company (rather than an ebay seller or individual), then it is always pending until that company processes your order and captures the pending payment.
If they don't process that order and capture the pending payment then the pending status times out at 30 days post-payment.

Thanks for the reply will show you my problem, I bought the site but rejected Ulta I do not know why then linked to mind my pal and I bought again also declined, but when I entered the site I was surprised by that request in a wait-and my card has been deducting the amount from him please help

What?
No idea why you were told you were declined by the checkout but it appears the payment went through. Did you pay twice? Tell Ulta to refund one of the payments.
