Hi,
Around 2015, I work as a freelancer at Upwork. I transfered my funds at Paypal but suddenly I got a message saying:
Now, I could not resolve this issue. I wanted to link my bank account and credit card but could not do it because of its limitation. Please help me resolve this problem.

You account is limited. The only thing you can do is withdraw funds. If you don't have access from your PayPal summary page then you need to phone PayPal support.

Thank you for the quick response. I have access access from my Paypal Summary Page unfortunately when I click on withdraw funds it notice that I haven't linked a bank or a card yet:
I have attempt to link my bank or card many times but I got an error message saying that:
