Item not received dispute

If I starting an "ITEM NOT RECEIVED" dispute on ebay for an item order over a month ago, do I have to pay the balance on my Paypal account (due in one day) before this is resolved?

You paid for the purchase with a PayPal credit product or something? I would still pay the PayPal bill where required because you do not want to be late on any payments.  If you win dispute you will be refunded.  If you get a credit balance as a result from a refund, it can go towards you current balance or it will be refunded to your PayPal balance in a couple billing cycles if you have not made any subsequent new charges. You can file an ebay dispute as long as it is within 30 days from the second estimated delivery date.

when you file item not received,the payment is withheld from the seller,pending outcome,you nor seller have access to the fund.

if you win,then you get the money.

Ok PayPal, surely there has got to be a way to remove oneself from the Me Too if you accidentally click it. lol
