I shipped an item early in December to the address listed on the shipping label. The person claimed to not receive item but it shows it was delivered December 8th. She said she moved and didn't change her address in PayPal. The place it was shipped to claimed they sent it back to the post office, but I've never received this item back and tracking still shows it as delivered. She now setup a PayPal dispute wanting a refund. However, this is her fault and I have no way of knowing if she's lying or not. As far as I can see, it was delivered to her. Will PayPal give her a refund even though I'm refusing to?

if the item does not need to be signed (less than $750 in total payment) then you win if tracking shows it has been delivered to her Paypal address.
if her neighbor said it has been returned,it could take 30 days for returned item to show up.
then you can refund her .
