Please, can you help me to answer to this question. If I register account and imeditealy pay for item with card. In bank report I see for example paypal*luggage LTD (luggage LTD it's example Merchant). But I don't received my luggage and I go to the my bank to initiate chargeback, when paypal received this chargeback, could paypal win (in theory) this chargeback only because I create in paypal system account and top up the balance and for Mastercard or VISA not important that luggage LTD didn't send my item. For Mastercard and VISA  Paypal is Merchant, but not luggage LTD and Paypal  provide service.

If you are buyer and chargeback your card credit account, PayPal has to get with the seller for info and try to win case but most cards side with buyer so PayPal may more likely lose and cover the seller if they are eligible for protection coverage, outside of the chargeback.  You can get refund from card but the seller can still be reimbursed.  If you order something and did not receive it, the burden is on seller to provide proof of delivery to PayPal to fight the case.  So if you got tracking that says delivered, hmmm then you will have to explain to card issuer the full story.

 

In terms of your question, what does topping up have to do with anything?  Are you saying that you topped up your account with card, bought something that you did not received, file chargeback on the top up transaction and PayPal will win the case? Please explain again.

No. I said Paypal for all users have an accounts with virtual electronic money, when i try buy luggage I firstly bough Paypal electronic money with card and only after that i bough luggage. Paypal is Merchant for VISA/MC that sell electronic money, but not luggages. I think I will lose my chargeback in VISA/MC, because Paypal said that he done correctly work sell me electronic money and for VISA/MC not really interesting what I bough with Paypal electronic  money and received/ or not received my luggage.

go to Paypal website and read buyer and seller protection.

We sellers cannot afford to have a merchant account to accept credit cards,so we open an account with Paypal to acept payments,cc ,bank or paypal fund,

Paypal gets a cut everytime we made a sale,30 cents transaction fee and 2.9 % of total payment.

It is paypal you are paying,and Paypal then placed the fund in our Paypal account after taking out its fee,Paypal is a payment processor.

when you file a charegback with your cc issuer,it hits Paypal,then Paypal notifies us a chargeback has been filed and the reason why,and ask us to present documents of proof ,your cc issuer review both sides of the story and decide who wins.

If we lose,we  pays a chargeback fee of $20 to your cc issuer and the payment will be removed from our account and return to the buyer account.

In your case,you did not receive the item,so you file with either PAYPAL or Ebay if it is bought  on Ebay or your cc issuer,seller should prove his innocense by showing  a tracking number that it has been delivered to your address.

it is up to you,within 180 days.

The top up transaction has nothing to do with your luggage purchase.  In order for you to win chargeback for your luggage, you have to first purchase the luggage with your card by charging your card directly at non-PayPal checkout or select card to pay during PayPal checkout.  When you filed chargeback on the top up, the chargeback is in regards to the top up, nothing to do with luggage purchase.  So yes, you lost or will lose the chargeback.  You will need to file a dispute with PayPal for your "luggage purchase" as Item Not Received case.  Chargeback rights do not transfer like that.
