Cannot send payment to a particular email address

Hello,

 

I'm trying to send money to a particular email address since Sunday but I get the following error: "We're sorry, but we can't send your payment right now."

 

I contacted the customer service but it didn't help that much. The advisor was able to confirm the payment isn't cancelled by my bank. I kept looking for a solution by myself and tried some experiments. Firstly, I tried to send money with a second verified account of mine and a verified friend's account but I got the same error. I then tried to send money to a different email address and it worked. In short, I can send payment to any address but the one I want.

 

Do you know where the problem comes from?

 

My Paypal account is verified, my credit card is confirmed and my ceiling limit is fine. Furthermore, I'm using my usual laptop and internet connection. I'm not using any VPN and I never had that problem before.

What countries are involved?

What currencies are involved?

There may be a problem with the email address; we don't know.

 

How many PayPal accounts do you have?

 

Too many experiment attempts may create a security alert for PayPal.

France (EUR) to Egypt (USD) I handle two accounts: my parent's account and my personal account. Each one is verified and possesses a credit card + bank account confirmed. I used my parent's account to check if it was my account's fault but the error was the same. Maybe it may have created a security alert but I got the error the first time I tried to send money.

Using 2 different accounts from the same comuter may be an issue, but I suspect the real problem is Egypt and internatrional monetary controls.

could it be the recipient account has been restricted by Paypal,one form of restriction is two way,no money coming in and no money going out.

I was able to resolve this error.  After going the rounds with paypal Customer Service- i.e. Messaging Mario, Maria, Terence and then calling customer service and talking to Dave for about 40 minutes I got right to the root cause. 

  Paypal doesn't know.  They can't even see the transaction is failing or erroring.  They don't even know you are using it, all they see is you logging on and off. 

  Mario was probably the closest in knowing what is going on.  He said in his message that there is a separate audit team that detects fraud and automatically shuts down the transaction and there is nothing they can do about it.

Never had a problem and in most cases it costs less to process a payment too.
