Unable to send money

I am unable to send the money to my friend in US in his PayPal. I tried multiple times but it kept on giving error " There is a problem, we cannot send your payment right now". What is issue in it? My friends are using PayPal for years and I have heard that sending money from PayPal to PayPal doesnot require bank or credit carf info. I don't wanna link my bank account to PayPal. I just wanna use my PayPal balance. I have enough available balance to send. Why it isn't happening? How can I fix it? Please help.

1. To use funds in your paypal balance they have to be in the same currency as the sender accepts, so does your friend in the US accept the currency you are sending?

2. Often you can't use funds in your paypal account balance UNLESS you have a back up card linked to your paypal account as well to verify that account.

Yes @kernowlass he has the same currency, infact I sent him before as well.

I tried to verified, but I didn't get code message on my phone.

Try using the website to verify and you do not have to verify mobile phone number so skip the phone verification.  In fact, remove the mobile number and just add a home phone.  You can get yourself locked out of acct if you end up switching phones/numbers and did not remember to update your PayPal. Then you have to call customer service.  Or have difficulty verifying the number. More trouble than it's worth.

Just add and confirm a card or bank.  To get verified add/confirm both bank acct and card to your account. The card or bank acct is for back up.  It makes PayPal feel more secure sending money for you.

I was able to resolve this error.  After going the rounds with paypal Customer Service- i.e. Messaging Mario, Maria, Terence and then calling customer service and talking to Dave for about 40 minutes I got right to the root cause. 

  Paypal doesn't know.  They can't even see the transaction is failing or erroring.  They don't even know you are using it, all they see is you logging on and off. 

  Mario was probably the closest in knowing what is going on.  He said in his message that there is a separate audit team that detects fraud and automatically shuts down the transaction and there is nothing they can do about it.

Never had a problem and in most cases it costs less to process a payment too.
