Cannot send money from balance, cannot spend money from balance.

Hello everyone. So my issue has been persistant since I first receieved money on my paypal. I am not able to use ANY of the money i have in my balance. I have been trying to send money to my girlfriend so that we can pay our bills for our appartment, but am unable to do so. To be completely honest, I am **bleep** off. Can anyone help me figure out why I cannot send or spend or use my money AT ALL? 

every time i go to send money it gives me the following error;

We can’t send your payment right now. If you keep running into this issue, please contact PayPal.

If you continue to encounter problems, please contact customer service.

I also have called customer support but the first time i called noone answered. the second time it was just static on the phone line. I am beyond annoyed at this. What happened to paypal? is this some scheme to take my money? if anyone at paypal reads this, please fix my issue. I need my money so that I wont lose my appartment... PLEASE.

i have tried Paypal.me links also, to no avail. if anyone thinks they can help please respond.
If i end up losing my appartment for this, I will take legal action. It is my money, and you cannot just hold it from me.

This is a user to user help forum.

Are the funds in your paypal account in the same currency as the person you are sending them to can accept?

Do you use pay after delivery at all?

What other funding sources do you have linked to your paypal account?

Is your paypal account 100% verified?

Are the funds in your balance pending or cleared?

i am sorry, i misunderstood this forum. So paypal doesnt even help the people that use their service? This is pretty ridiculous...

yes they are the same currency. I am not sure what you mean by using paypal after delivery? my account only doesnt have a bank or card attached, as that has NEVER mattered before. I used to do this all the time. everything else is verified, even my ssn on the account... I have no other funding sources on my account. the balance is cleared, as in it is no longer pending. it was pending 3 days ago, but was cleared the next day on thursday. I am sorry for my behavior I am just sick of this.

Paypal often won't let you use funds in your paypal balance unless you have a back up funding source linked to your paypal account.

You can do it for some transactions but others they may block.

I am confused because this has never happened before. I have always been able to send money from my balance, and never attach a bank. I also do not have a bank account to use. So basically I cannot send the money and I am going to lose my appartment?

also, why would they require another source of money when my money is in the Paypal balance? i shouldnt need another, as that makes no sense. I am not mad at you or anyone who is trying to help, only angry with paypal and my current situation.

I have already called and tried calling twice, and currently cannot call as my phone is not payed for because the money is in my paypal.

I was able to resolve this error.  After going the rounds with paypal Customer Service- i.e. Messaging Mario, Maria, Terence and then calling customer service and talking to Dave for about 40 minutes I got right to the root cause. 

  Paypal doesn't know.  They can't even see the transaction is failing or erroring.  They don't even know you are using it, all they see is you logging on and off. 

  Mario was probably the closest in knowing what is going on.  He said in his message that there is a separate audit team that detects fraud and automatically shuts down the transaction and there is nothing they can do about it.

Never had a problem and in most cases it costs less to process a payment too.
