Can't use PayPal anywhere.

Hello, I just opened up a new PayPal account and a PayPal credit account (limit: $1250) on Sunday, but I can't use any of those. When I tried to use PayPal credit on eBay to buy something and it just says "sorry we can't process your application" and bounces me back to eBay checkout page. I'm kind of mad a fact that I can't use PayPal credit although I've been approved and am ready to use it. Also, I tried to use PayPal on etsy and it says "we can't complete your purchase and choose different payment methods" and also bounces me back to the merchant's checkout page. What is really going on? It makes me mad how I can't use any of PayPal services. I tried everything I can (confirming email, phone, name, address, etc) but none of those seem to work at all. I really need some help here. Thanks,

PayPal Credit it not like a credit card which you can use on demand.  PayPal Credit evaluates each potential purchase for qualifications.  When all qualifications are met you will see the option to use PayPal Credit.  Otherwise, choose another available payment method.

Ok then why can't I use normal PayPal service as well? I tried to buy something on etsy but whenever I log in at checkout I just receive "we can't complete your purchase" message and bounces me back to checkout page.

That may be an Etsy issue.

Etsy recently change the way sales are procesed and PayPal purchases now go through the Etsy PayPal account rather than individual seller accounts.  I think I've seen some issues presented on the Etsy user forum a month ago.
