Did you confirm your card?  After that, PayPal refunds, but it takes up to 30 days for your card issuer to post refund to your card account.  Has it been more that 30 days?

Yes...I've already confirmed my card using that 4 digits code...But refund is not recieved..

How many has it been since you confirmed card?  What is the date on that $1.95 test charge?

We here cannot refund, you would need to contact PayPal customer service about a refund if you do not see a refund transaction related to the test charge.
