'required information missing' when making payment?

Made a payment for an item, then tried to combine two others for another payment but the page says 'required information is missing or incomplete. Please fix errors below'. The only fields available are my phone number and email. It's the same info as always, nothing has changed. Just keeps looping me back to that same page. And I just missed the CS cutoff time to call. Anyone having issues?

Scratch it. Tried and tried and finally wondered why a small line of text was asking if I wanted to open an account (even though all of my info was visible on screen). I tried signing in again and reselecting payment method. Went through. I could see this confusing a lot of people (and I've had PayPal for umpteen years).
