Welcome to the PayPal Community Forum. 🙂
That's a good question. If your utility company accepts PayPal you can definitely use it to pay your utility bill. I recommend reaching out to them to see if they accept PayPal. They will either need to have a PayPal payment button on their website or provide you the email address of their PayPal account.
