Why won't paypal let me add money?

I have $0.27 in my account. I am trying to register for a website to pay for it using their only accepted payment method, paypal. I am trying to add funds to my paypal account via my linked bank account and each time I try i get a message stating that I may not add funds at this time. Funds are not necessary in the account to make a payment", or something along those lines. I don't understand what this means or how to fix it.

PayPal is correct, you don't need funds in your PayPal account as long as you have a linked bank account. 

Just make your purchase and PayPal will take the necessary funds directly from your checking account.  It will take a few days to actually show in your checking account, but the transaction will show in your PayPal account.

When I try to make the transaction anyways, it tells me i must have money in my account before the transaction can be made, even though I try to add money and it tells me it doesn't need it. Is it one or the other? It's frustrating because either option isn't working for me.

Ok so I'm trying to pay an invoice online and the only available payment option is via paypal. I have $0.27 in my account. I'm trying to add money to the account via my linked bank account and paypal comes up with this message each time i try; "You may not add funds at this time. It is not necessary to have funds in your account to make a payment". That doesn't make sense. I don't know why it won't let me add money, but i have to have it to register for this site, which i need for work. Any ideas?

Ok, if one doesn't need to add money because one has an attached bank or card to use then when can one?  I just clicked add money and it lets me add and I have funds in my balance. So something else is going on.  Either a glitch or is blocked from adding money for some reason.  PP customer service have to be contacted.
