That's a great question! 🙂 That message would only appear if there's an unresolved issue on the seller's end. If they're saying that there isn't any problems, well...you should be able to send a payment then, right? So I would have concerns about the seller's veracity at that point.
If they tell you to send the payment to another account, you may want to be leery. I mean, who doesn't solve their problems but instead just moves to another account?
